Net Zero Districts accelerates the decarbonization of districts through technical solutions, new governance models, and a strong investment in skills. The project's activities are fully integrated with the six systemic levers identified by NetZeroCities, necessary to generate systemic change. This is how districts become true engines of the transition.
1. Technological & Infrastructural innovation
The project analyzes energy and water consumption, maps the potential of renewable sources, and identifies integrated solutions for efficient resource management. A key step is the introduction of guidelines for a District Management System compliant with ISO standards, a certification that helps organizations create, in a synergistic rather than isolated manner, energy management systems based on continuous monitoring, process optimization, and performance improvement over time. This approach enables districts to integrate modern technologies, smart grids, and intelligent systems, building more resilient and sustainable infrastructures.
2. Governance innovation
The project introduces multilevel governance structures that coordinate public, private, and territorial actors. A central role is played by the City District Transition Team (CDTT), a group composed of representatives from the city and district who work to align visions, define common priorities, and make rapid decisions. Furthermore, the use of policy sandboxes — protected spaces where innovative policies can be tested before being applied on a large scale — allows for testing flexible solutions, overcoming bureaucratic barriers, and reducing implementation times for energy policies.
3. Social innovation
NZD promotes new collaborative models and organizational practices that strengthen the role of districts as innovative ecosystems. The identification of best practices and their replication in other contexts contributes to spreading more sustainable behaviors and shared solutions among businesses, citizens, and services. This approach fosters the emergence of communities of practice, new forms of collaboration, and more open and innovative management models.
4. Democracy & participation
The transition must be inclusive and shared: for this reason, NZD actively involves administrations, businesses, citizens, and territorial actors. Participation is supported through meetings, consultations, and co-design sessions based on the Theory of Change, a methodology that helps define in a transparent and shared manner how activities lead to concrete impacts and what changes are necessary to achieve them. This process makes the districts' strategy clearer and allows all actors to contribute to defining the transformation pathway.
5. Finance & investment models
NZD develops new business models and financial strategies to support decarbonization interventions. PESTLE analyses and the mapping of barriers and opportunities, combined with the study of successful experiences, help cities and businesses identify high-impact investments and build solid financial pathways. This approach makes it possible to attract resources, reduce risks, and make the transformation of districts economically sustainable in the long term.
6. Learning & skills development
Training is one of the project's pillars. The ME.TA course, dedicated to the role of Transition Manager, offers a six-week program that combines lectures, workshops, and case studies. The program helps technicians and officials develop advanced skills to manage energy systems, coordinate complex processes, and guide the transition within districts. This is complemented by thematic workshops and "learning by doing" sessions, which allow participants to immediately apply the knowledge acquired to field activities. Continuous sharing among cities and districts strengthens a true culture of collective learning.
